It is a fact that international users cannot do anything without Google Play Store whereas, in China, use of Google applications is literally banned.

Steps To Install Google Play Services and Play Store On MIUI 9 (China Developer Version)
Step 1. The first thing you need to do is to enable the Unknown Sources on your Xiaomi device from Settings. For that, you need to head over to the Settings menu of your device and tap on Additional Settings. Inside that, you will find Privacy and there, enable the option labelled Unknown Sources.
Step 2. Now, head over to the app Mi App Store which comes pre-installed and you can find it on your home screen. Through this app, you will be able to download Google Installer App on your phone and it will allow you to setup all the Google apps that you require badly.
Step 3. After opening the app Mi App Store, type Google on the search bar and press enter key. The search result will be in Chinese and hence, you have to identify Google Play Store by its icon and click on Install button.
Step 4. Once the installation process is done, tap on the Open button to launch the application. A new page will open where you have to tap on the Blue round button.
Step 5. Automatically, an installation process will start which will install 6 essential Google files on your phone. They are Google Play Services, Framework, Contacts, Calendar Sync, Contact Sync and Play Store.
