As far as the Tweet Bookmarks feature is concerned, it allows the ability to save any tweet so that we can go to the Bookmarks tab to see the particular tweet unless and until it has been deleted by the user. This feature is similar to the Starred Messages feature on WhatsApp as well as Bookmark feature available on other platforms like Facebook as well. You can try this feature on your Twitter account by Bookmarking a tweet by clicking on the expand button from any tweet and clicking on “Add Tweets to Bookmark” option as seen from the image attached above.
